Merry discusses the relationship between global issues of human rights and the implementation of these concepts locally. To fully enact global movements on a community scale, localities must have “translators” who recognize the global discourse and who can meaningfully translate this in to local action and understanding so that human rights can somehow be incorporated into the “vernacular.”
